IEEE Power & Energy Society (PES) Power System Relaying and Control (PSRC) Committee
PES Power System Relaying and Control (PSRC) Committee is responsible for the development of standards, guides and reports covering different aspects of protection and control of electric power systems.
by Catherine Dalton, Electric Power Research Institute (EPRI)

Our January 2025 PSRC meeting, which took place in Garden Grove, California, jointly with JTCM, had a successful turnout of 233 participants!
New officers started their roles in January 2025, and include Gene Henneberg, Chair; Jim Niemira, Vice Chair; and Gary Kobet, Secretary. New Standards Coordinator, Erin Jessup.
PSRC Membership: If you are a new member of PSRC and have not yet created your MemberPlanet profile, please do so. It is required to update you on PSRC activities and maintain you member status on any roster. If your contact information has changed since you created your profile, please update it.

IEEE PES PSRC has a new LinkedIn page with 174 members currently. We want YOU to participate!. Please join our group: IEEE PES PSRC (public group).
The process…1) Log into your LinkedIn account. 2) Search for “IEEE PES PSRC.” 3) Select ‘Groups’ from the header menu. 4) Select “Join.”
IEEE PES PSRC Awards: The IEEE Fellows Class of 2025 has named several PSRC members to its illustrious membership. Chris R Huntley, for contributions to telecommunication and timing systems in electric power systems; Nirmal K C Nair, for contributions towards secure renewables grid integration, and Michael J. Thompson, for contributions to standardization and guidelines for modern protection technologies. Mark your calendars for the next awards ceremony scheduled Monday, May 12, 2025, 6:30PM, at the Hilton Portland Downtown, Portland, Oregon.
Reminder for Standards Working Group awards and certificates of appreciation: Once your working group has completed its work, please contact Andrew Uribe andre.uribe@ieee.org for the process to request awards and certificates.
There is a new IEEE PES Working Group, P3476, for Supply Chain and Asset Traceability for Electric Grid (SCATE), sponsored by the IEEE T&D Committee. Scope is to develop decentralized unique IDS and smart tags (QR codes) for supply chain an asset traceability of electric grid assets. These assets include energy transformation devices, interrupting devices, switching devices, relays, connectors, insulators, hardware, structures and supports conductors surge protection devices, controls, and measurement and sensor devices, etc. Use cases for control devices include mutual assistance, cybersecurity, Asset management and O&M tracking inspection and repairs. The T&D subcommittee is requesting participation in SCATE Working Group. Please reach out to this IEEE subcommittee if you are interested in participating.
IEEE PES Report: Calls to action:
1. Submit a topic for a PES Webinar. The focus of the webinar can be technical, professional development, or current issues/hot topics in the power industry. Please contact Cathy Dalton who can assist with getting the process started. This is an opportunity to share recent work in these areas with your colleagues.
2. Request for IEEE PSRC Member Participation in IEEE 1547-2018 Revision Working Group TF3 Protection Task Force Meetings. Please contact Ben Kazimier.
3. Request for IEEE PSRC Member Participation in IEEE 1547.7 Working Group and IEEE PSRC CTF56 IEEE 1547.7 Guide for Conducting Impact Studies for Distributed Energy Resource Interconnection
4. Request for IEEE PSRC and PSCCC Members Participation in 1547.10 work on Recommended practice for DER Gateways
There are numerous approved and active standards projects for the IEEE SC21 and P1547/.X Series, IEEE 2030 Series, as well as identified future standards projects. Please contact Sean Carr, P1547 WG Liaison to PSRC, Galina Antonova, P1547.10 WG Liaison to PSRC, Jens Boemer, SC21 Standards coordinator or Ben Kazimier, PSRC B11 Chair if you are interested in participation.
Various other updates were provided including CIGRE B5, by Jonathan Sykes, US Rep, B5, Protection and Automation. General information about the SC B5 activities: https://b5.cigre.org/. The active WGs and their TOR (SOW) are listed at: https://b5.cigre.org/GB/technical-activities/working-groups-list.
IEC by Eric Udren, Technical Advisor to US National Committee. Standards Collaboration Summary: US has participants in TC 95 working groups and maintenance teams – thanks to supportive employers. US participants are supporting ongoing strategy development. We establish PSRC WGs to support complex IEC standard projects to contribute to IEC content and evaluate drafts. PSRC product standard WGs have been aligning with IEC TC 95 – especially test procedures for manufacturers. Compliance with aligned international standards improve robustness, safety, and performance of relays. IEEE PSRC and IEC TC 95 are collaborating more than ever to bring the best relays and applications internationally.
SC21 and 1547 by Ben Kazimier, and Standard Coordinator’s Report by Erin Jessup.
PSRC Subcommittee Updates: All of PSRC’s Subcommittees, H, I, J, K, C, D, are diligently working on numerous Standards, Guides, technical papers, tutorials, webinars, etc. for our industry. Subcommittee chairs Hugo Monterrubio (H), Angelo Tempone (I), Will English (J), Brandon Davies (K), Michael Higginson C), and Meyer Kao, (D). Please refer to the PSRC Main Committee Minutes for January 2025 for more details on all these updates.
